There’s no denying Pennsylvania needs money, both this coming budget year and to counterbalance the coming public pension cost explosion and expiration of stimulus dollars in 2011.

If the state enacts a severance tax on natural gas — as 27 other states do, including all the other major gas producers — it will generate several hundred million dollars in revenue a year.
